Your NetScaler Just Handed Out Free VPN Passes to Anyone on the Internet: CVE-2026-19490 Is on KEV
An unauthenticated auth bypass in Citrix NetScaler ADC/Gateway landed on CISA's KEV catalog with a Sep 12 due date and a forensic-triage requirement. The vendor published exact config strings to grep before you patch.
CVE-2026-19490 (CVSS v4 9.3) lets a remote unauthenticated attacker bypass authentication on NetScaler ADC/Gateway configured as an SSL VPN/ICA/CVPN/RDP Proxy Gateway or an AAA virtual server. CISA added it to KEV Sep 9 with a federal due date of Sep 12 and a forensic-triage requirement — which implies exploitation evidence since the Aug 19 bulletin. Fixed in 14.1-73.32 / 13.1-63.21 (FIPS variants per the bulletin). Grep your config for the vendor's self-check strings tonight.
The short version//
CVE-2026-19490 is an authentication bypass using an alternate path (CWE-288, CVSS v4 9.3) in NetScaler ADC and NetScaler Gateway — the appliance that fronts a surprising amount of home-lab and SMB remote access. Citrix published its Critical bulletin CTX696939 on Aug 19. CISA added the flaw to the KEV catalog on Sep 9, with a federal remediation due date of Sep 12 — and, notably, a forensic-triage requirement under BOD 26-04.
That triage flag is the part that should get your attention: CISA doesn't ask for forensics on every KEV entry. It asks when there's evidence someone was already in the door. No threat actor has been publicly named as of this writing — don't overclaim it — but the timeline (bulletin Aug 19 → Canadian Cyber Centre alert Sep 4 → KEV with triage Sep 9) says exploitation evidence surfaced in the two weeks between.
Who's affected (read this before you panic)//
The preconditions matter, and they're version-specific:
| Build | -19490 applies when... |
|---|---|
| 14.1-43.56 or later | a SAML action is configured AND the appliance runs Gateway (SSL VPN / ICA Proxy / CVPN / RDP Proxy) or an AAA vServer |
| 14.1-66.68-FIPS or later | same: SAML action plus Gateway/AAA configuration |
| 14.1-43.55 or earlier | Gateway or AAA vServer configuration alone |
| 13.1-61.28 or later | a SAML action is configured |
| 13.1-61.27 or earlier | Gateway or AAA vServer configuration alone |
| 13.1 FIPS | Gateway or AAA vServer configuration alone |
In plain English: if your box does VPN logins or authentication for anything the internet can reach, you're in scope — and on current builds, SAML deployments are specifically called out. The Cyber Centre's AL26-019 (Sep 4) corroborates the same Gateway/AAA preconditions and recommends emergency-basis patching plus auth-log review.
Fixed builds: 14.1-73.32, 13.1-63.21, FIPS 14.1-73.32 FIPS, and 13.1-FIPS/NDcPP at 13.1-37.277. Secure Private Access Hybrid deployments using NetScaler instances are also in scope per the bulletin.
Check your own box tonight (the vendor made this easy)//
Citrix published exact config strings to grep for — this is a "verify before you patch" story, which is rarer than it should be:
# CVE-2026-19490 preconditions
add authentication samlAction.*
add authentication vserver .*
add vpn vserver .*
# Companion CVE-2026-19489 (see below)
add lsn group.*sipalg.*
If any of those patterns match your running config, you meet the preconditions. If nothing matches and you're not doing Gateway/AAA at all, this one's mostly a watch item — though patching is still the sane move for an appliance that talks to the internet.
The companion bug: CVE-2026-19489//
The same bulletin ships CVE-2026-19489 — a memory overflow (CWE-119, CVSS v4 8.8) in the SIP ALG on Large Scale NAT group configurations, leading to unpredictable behavior or DoS. The preconditions are narrow enough that most readers won't care: you'd need add lsn group.*sipalg.* in your config (the grep string above). But it's fixed by the same upgrade, so there's no reason to skip it.
Also worth a line of honesty: Citrix lists no workarounds or mitigating factors — "None." If you can't patch before Sep 12, restricting internet exposure is your only lever, and that's an assumption on top of the vendor's silence, not their advice.
The NetScaler pattern//
If this reads like a sequel, it is. Our Aug 28 post on CVE-2026-8452 covered the previous exploited NetScaler flaw — a SAML-related heap overflow where Citrix said "DoS" and researchers demonstrated pre-auth RCE. Two exploited NetScaler bugs in two weeks, both with SAML-adjacent flavor, both ending on KEV with federal deadlines. The appliance is doing fine; the patch cadence around it is not.
What you should do//
- Check your build —
ns version, not the release-notes tab. Behind 14.1-73.32 / 13.1-63.21 / FIPS equivalents? You're exposed if in scope. - Grep for the self-check strings above before you patch, so you know whether you meet preconditions (and therefore how hard to hunt afterward).
- Upgrade and verify the new build string. NetScaler upgrades are the kind that silently no-op — confirm it actually moved.
- If you were in scope and exposed, do forensics, not just patching — review authentication logs for logins from IPs you don't recognize, check for unexpected users or config changes, and follow Citrix's incident-response guidance if compromise is suspected. That's the KEV triage requirement in practice: assume the attacker was here before you patched.
- Use Sep 12 as your deadline. For a personal lab it's just a number with good properties — but CISA picked it for a reason.
